Accessibility Statement

The accessibility of www.umweltbundesamt.at is a high priority for us. The information on our website should be accessible to all users, regardless of the technical specificities of their devices, security settings or personal handicaps.

Umweltbundesamt GmbH – the Environment Agency Austria - is committed to making its website compliant with the Web Accessibility Law as amended (Web-Zugänglichkeits-Gesetz, WZG). This is the Austrian law transposing Directive (EU) 2016/2102 of the European Parliament and of the Council of 26 October 2016 on the accessibility of websites and mobile applications of public sector bodies (OJ L 327 of 2.12.2016, p. 1) into national legislation.

This accessibility statement applies to the website www.umweltbundesamt.at.

Compliance status

Due to the following inconsistencies and exceptions, the website is partially compliant with Level AA of the Web Content Accessibility Guidelines (WCAG 2.1) and with the current European standard EN 301 549 V3.2.1 (2021-03).

Non accessible content:

The content listed below is not accessible for the following reasons:

a) Non-conformity with the Web Content Accessibility Guidelines

According to an external test of the website, conducted by dooloops GmbH in October 2020, the following content on the Environment Agency Austria’s website www.umweltbundesamt.at has been identified as not compliant with WCAG 2.1:

Summary of higher priority issues:

  • There are elements with insufficient contrast
  • Some header structure is not suitable
  • Some tables have not been implemented in an optimal manner
  • There are some HTML errors that are of relevance to accessibility
  • Some forms do not give sufficient error messages

Improvements are constantly being added to the website in the area of contrasts and tables.

The Environment Agency  Austria provides its data on some topics in the form of dashboards. All data visualized via these charts can also be obtained via tables or from current reports. The data sources are listed under each dashboard.

b) Disproportionate burden

Since 2016, each of our publications has been published with an accessible summary. We will be happy to provide a full report as an accessible PDF on request.

Our videos are hosted and published on the video platform Youtube. For some of these videos it is not possible to provide the required audio description.

For our proficiency testing order forms, we use a TYPO3 standard software, an application which is not available in an accessible format. Reprogramming the application would be a major effort requiring several working days and would therefore be a disproportionate burden.

c) Content that does not fall within the scope of applicable legislation

Several, mainly older PDF documents and office documents are not accessible. For example, PDF documents are not tagged and cannot (or only insufficiently) be accessed or used by screen reader users. The WCAG success criterion 4.1.2 (name, role, value) is thus not fulfilled.

In the area of nuclear power, the Umweltbundesamt has been providing documentation of relevant procedures in which Austria has been (or still is) involved through stakeholder engagement, e.g. environmental impact assessments, environmental impact statements and strategic environmental assessments for nuclear power plants.

Related documents are available to download. These documents have been made available to Austria by the competent authorities of the respective European countries. A large number of these documents are not accessible.

In the section “laboratory and analysis”, we provide proficiency test reports and data on our website. These reports are provided by a statistics software which produces them as PDFs, but cannot provide them as accessible PDFs.

The webpages “biofuels & sustainability” contain PDF documents from other sources which are provided to Umweltbundesamt for publication. These documents are aimed at biofuel traders and are not available as accessible PDFs.

Enforcement procedure

Should you not be satisfied with our response, you can file a complaint with the Austrian Research Promotion Agency (FFG, Österreichische Forschungsförderungsgesellschaft mbH). Complaints processed by the FFG are usually about potential violations of the Web Accessibility Law (Web-Zugänglichkeits-Gesetz, WZG), most notably shortcomings in compliance with the requirements of web accessibility that are identified on websites of Austrian public sector bodies or any institutions that belong to them.

Should your complaint be justified, the FFG will formulate recommendations for action to be carried out by the party concerned and suggest measures to remedy the existing shortcomings.
